Pursuant to paragraph 11 of the Cabinet of Ministers of Ukraine's Disposition No. 816-r dated November 3, 2004 "On Measures to Fulfill Ukraine's Obligations under the International Convention for the Protection of New Varieties of Plants," a Cooperation Agreement (Strategic Partnership) No. 54 has been signed between the Ukrainian Institute for Plant Variety Examination (UIPVE) and the National University of Life and Environmental Sciences of Ukraine (NULES of Ukraine).

The purpose of the cooperation is to ensure high-quality professional training of specialists by combining the intellectual potential, material and corporate resources of the partners. In order to provide personnel for the state system for the protection of plant variety rights, the cooperation was extended in 2024 by signing the Cooperation Agreement (Strategic Partnership) No. 158.

The main directions of strategic partnership are defined as targeted professional training of students commissioned by the Ukrainian Institute for Plant Variety Examination according to agreed-upon selective components of educational programs, organization of a joint educational and scientific laboratory, involvement of UIPVE scientists in teaching activities to develop and deliver new lecture courses, organization and conduct of educational, industrial, pre-diploma practices, preparation of students' theses, conducting joint research, scientific seminars, and other events.

Currently, NULES of Ukraine offers a Master's degree program in the specialty (specialization) 201 Agronomy, which includes the study of such disciplines as “Methodology and organization of scientific research with the intellectual property basics”, “State Qualification Examination”, “Varieties and seeds market”, and “Formation of Varietal Resources”.

The theoretical and practical coursework will enable future specialists to acquire and deepen their knowledge of research methodology and planning, intellectual property law, and the protection of intellectual property rights. In particular, the study of the discipline “State Qualification Examination” involves studying the specifics of the national system for registering plant variety rights, the stages of scientific and technical examination of plant varieties, plant varieties as objects of intellectual property, and the commercialization of intellectual property objects. Within the framework of the discipline “Formation of Varietal Resources”, future specialists study methods of plant variety identification, the basic principles of qualification examination of plant varieties to determine the criteria for protection (DUS test), as well as the morphological description of plant varieties and its use in variety certification.

Currently, the Ukrainian Institute for Plant Variety Examination employs about 50 graduates of the National University of Life and Environmental Sciences of Ukraine, including 9 graduates of the specialty “Breeding and Genetics of Agricultural Crops”: Snizhana Lashuk, PhD; Alla Haydai; Olena Svynarchuk; Yana Ilchenko; Tetyana Dudka; Nadiya Kurochka; Oksana Zhytomyrets; Olha Barban and Yuliya Shytikova. They hold positions as research scientists in various departments of the UIPVE, where they are involved in conducting scientific and technical examination of plant varieties, examination of variety denomination and establishing novelty, variety identification using molecular methods, and are responsible for organizing scientific research.
