The Ukrainian Institute for Plant Variety Examination (UIPVE) is a basic scientific research institution for conducting a complex of field and laboratory research on scientific and technical examination of plant varieties in Ukraine, as well as an authorized authority for post-control.

UIPVE is under the management of the Ministry of Agrarian Policy and Food of Ukraine

The main tasks of the UIPVE:
- conducting state scientific and technical examination of plant varieties in order to determine their suitability for dissemination in Ukraine and acquiring rights for plant varieties as objects of intellectual property;
- participation within the scope of competence in the formation and implementation of scientific, technical, technological and innovation policy in the fields of agro-industrial complex, plant variety rights protection and varietal certification of seeds and planting material;
- scientific and methodological provision of state scientific and technical examination of plant varieties of all types, both for government requests and for business entities requests of various forms of ownership;
- participation in the development of draft legislation in the field of plant variety rights protection;
- development of Test Guidelines for carrying out qualification examination of plant varieties, post-registration and pre-registration plant variety examination, post-control and other types of state scientific and technical examination of plant varieties;
- implementation of applied and other research works on scientific and technical examination of plant varieties and variety certification;
- scientific-technical, technical-informational and editorial-publishing activities in the field of plant variety rights protection, plant varieties variety studying and variety certification.
UIPVE performs the following types of scientific and technical examination of plant varieties:
- distinctness, uniformity and stability (DUS);
- suitability of varieties for dissemination (Value for Cultivation and Use) (VCU);
- post-registration study of plant varieties (PGPVS);
- study of plant variety collections (PVCS);
- control of the verification of the preservation of varieties (VPVC);
- Post-control; - laboratory research on the determination of technological and biochemical quality indicators of plant varieties.
The full-time number of employees of UIPVE and its branches is 1199 people, including 115 scientific employees, of which 3 are doctors, 36 are candidates of sciences (PhD).
A complex of field and laboratory reserch on the qualification examination of plant varieties is carried out by 20 branches of the UIPVE: Vinnytsia, Volyn, Dnipropetrovsk, Donetsk, Zhytomyr, Zakarpattia, Ivano-Frankivsk, Kirovohrad, Kyiv, Lviv, Odesa, Poltava, Rivne, Sumy, Ternopil, Kharkiv, Khmelnytsky, Cherkasy, Chernivtsi, Chernihiv Regions.
Branches of the UIPVE are separate structural units that do not have the status of a legal entity and operate as part of the UIPVE.

2011-2016 - State Veterinary and Phytosanitary Service of Ukraine;
2016 and until now - the Ministry of Agrarian Policy and Food of Ukraine.

From 2022, UIESR was be headed by Mr. Serhiy MELNYK, Doctor of Economic Sciences, Professor, Honored Worker of Agriculture of Ukraine. Mr. Serhiy MELNYK is a member of the Scientific Expert Council of the Ministry of Agrarian Policy and Food of Ukraine and heads the Аcademic Council of the UIPVE.

‑ Gratitude of the Prime Minister of Ukraine (No. 24314 dated September 25, 2023) for a significant contribution to ensuring the development of the agro-industrial complex, the formation of the national fund of varietal plant resources, high professionalism and in connection with the 100th anniversary of the establishment of the state varietal testing;
‑ Diploma of the Ministry of Economic Development, Trade and Agriculture of Ukraine (2020) for a significant contribution to the development of the agro-industrial complex, high professionalism, remarkable labor achievements, selfless work and on the occasion of the professional holiday - the Day of the Agricultural Worker;
‑ Certificate of honor of the Presidium of the National Academy of Agrarian Sciences of Ukraine (prot. No. 7 dated June 27, 2012) for many years of fruitful scientific activity in the field of plant variety examination, development of variety testing methods, promotion of the introduction of new domestic plant varieties into production and on the occasion of the 10th anniversary of establishing of the institution;

UIPVE is a laureate of the "Best Enterprises of Ukraine" rating, introduced by the Assembly of Business Circles, in the field of "Research and experimental development in the field of other natural and technical sciences" in 2021.
UIPVE took part in national events - International agro-industrial exhibitions "Agro". For participation in the exhibition, the UIPVE was annually awarded Diplomas and a Gold Medal in the following nominations: "For the formation of national varietal resources of Ukraine" (2011), "Formation of national varietal resources to ensure food security of Ukraine" (2012), "For a significant contribution to the formation of national varietal plant resources as the basis of the country's food security" (2013-2016).
